This box contains relays for the Electronic Shift On the Fly (ESOF) system. Both engines used electronic fuel injection, but while the 1994-2003 7.3 was controlled by an injector control module, or ICM, the new 6.0L engine used a new unit called the fuel. Your problem sounds quite possibly IDM related. We also checked the UVCH to verify that we were not going to burn up a new IDM by overlooking bad connections to the injectors. Ford introduced the 6.0-liter Power Stroke V-8 in 2003, as a new and purportedly better replacement for the 7.3. Was definitely a bad IDM and we were able to test with a known good used one that we keep for testing purposes. When the top clips of the panel disengage, let the panel fall easily. To remove the fuse panel cover, pull the panel downward by the finger slots on top of the panel.
